Guide by StrengthInNumbers

General Information
The Dragunov is available at Level 22.
The Dragunov is a semi-automatic Sniper rifle.
The Dragunov has decent damage and a good fire rate with not much recoil.
With or without Stopping Power it is a 1 shot kill chest and above.
And on hardcore it is a 1 shot kill with or without Stopping Power.
Attachments
Sniper Rifles only have one other attachment from it's usual scope and that is the ACOG scope. The ACOG scope on Sniper's decreases accuracy but makes it easier to kill enemy's at short range. ACOG's on Sniper's are all down to personal preference some people like it and some people don't.
Perks
Stopping Power -This doesn't help the Dragunov get more 1 shot kills but it helps against Juggernauts
Iron Lungs - I would recommend this for the Dragunov unless you have the ACOG scope on it.
Steady Aim - I would recommend this for the ACOG'd Dragunov for no-scoped kills.
Claymores - These are great for camp sniping these will cover your back. They are also good for mobile Sniping.
Bandolier - This is great for mobile Sniper's this will give you 3 x more ammo than usual.
Classes
Normal Sniper
Primary Weapon: Dragunov
Pistol: Any silenced pistol of your choice.
Grenade: Stun or Flash
Perk 1: Claymores/Bandolier
Perk 2: Stopping Power
Perk 3: Iron Lungs
Perk 1 - This is just a good normal Sniper class. Claymores are too keep your back safe and Bandolier is to build big kill streaks.
Perk 2 - This has got to be Stopping Power to help against Juggernauts.
Perk 3 - This perk is great to line up headshots which will help you get 1 shot kills.
Dragunov w/ACOG
Primary Weapon: Dragunov w/ACOG
Pistol: Any silenced pistol of your choice.
Grenade: Stun or Flash
Perk 1: Bandolier
Perk 2: Stopping Power
Perk 3: Steady Aim
Perk 1 - Perk 1 is Bandolier because this is more of a Mobile Sniper so there is no need for Claymores. With Bandolier you can get huge kill streaks.
Perk 2 - Perk 2 has got to be Stopping Power to help against those Juggernauts.
Perk 3 - Perk 3 is Steady Aim because when an enemy is so close that you cannot aim you can get them with a non-scope kill easier.
Dragunov Overkill
Primary Weapon: Dragunov
Secondary Weapon: MP5 w/Silencer
Grenade: Stun or Flash
Perk 1: Claymores/Bandolier
Perk 2: Overkill
Perk 3: Iron Lungs/Steady Aim
Perk 1 - Perk 1 is Bandolier or Claymores if you normally run out of ammo go for Bandolier but if you're going to Camp use Claymores
Perk 2 - Perk 2 has got to be Overkill to get the MP5 Silenced or the Silenced gun that you prefer.
Perk 3 - Perk 3 is either Iron Lungs or Steady Aim. Use Iron Lungs is you're having trouble lining up headshots or if you are going to camp. But use Steady Aim if you not having trouble or your not going to camp go with Steady Aim.
Dragunov Hardcore
Primary Weapon: Dragunov with or without ACOG
Pistol: Any silenced pistol of your choice.
Grenade: Stun or Flash
Perk 1: Claymores/Bandolier
Perk 2: UAV Jammer/Sleight of Hand/Juggernaut
Perk 3: Iron Lungs/Steady Aim
Perk 1 - Claymores/Bandolier same as above for camping/getting a kill streak.
Perk 2 - Because it's hardcore go with UAV Jammer/Sleight of Hand/Juggernaut because Stopping Power is not needed.
Perk 3 - Go with Iron Lungs if you're using the Dragunov without ACOG but use Steady Aim if you're using a ACOG'd Dragunov.

The Dragunov is good on a lot of maps but it's best maps are.

I am not sure about 1 shot kill with Stopping Power or not so if anyone could please correct me. And if anyone could recommend a class that would be helpful.
