To make shooting helicopters harder, to make them less reliable against other players, and because nobody making this game has ever fired either weapon, and they don't really care about accuracy.
COD4 isn't that realistic, it just pretends to be.

Ammo weighs nothing, and is picked up immediately.
You can't open any doors.
Cars blow up, but white VW buses are 'splosion proof.
You can get shot in the chest a couple of times - but just keep running, bro.
You come back to life.
Everyone on your team with the same weapon type is apparently also your identical twin brother.
Women don't exist.
Airstrikes take 2 seconds to arrive after being called in.
Snipers run slowly.
You can magically make yourself more impervious to damage.
You can have 3 stun grenades - but only one smoke grenade.
You can pick up the primary weapon, but nothing else.
You can fire LMGs without a tripod.
Once you get tired, you need a good 3 seconds to get back to full energy.
Jumping out of second story buildings in full armor and ammo is a snap, but 3 stories are fatal.
Lag.
You continually go to war against the same enemeies, on the same map, over and over again.
Every battlefield is surrounded by an impenetrable wall (or hedge) - trapped in battle forever.
You never get your rations.
