Here are some tips for you.

As a general rule:  Obey the range.
Don't use shotguns unless you are close up.  Don't use SMGs unless you are relatively close up.  Don't use snipers unless you are far away.  Don't use ARs if you are close up.  Each of the guns has a particular range that they are more effective at.  Sure, you may get kills occasionally at a range other than what is intended, but you are at a disadvantage if you try to kill that way.  Perks and attachments may have an affect on the effectiveness at other ranges and so may skill, but if you have neither, then obey the range.

Fire in controlled bursts when using automatic weapons.
Spray and pray may work occasionally, but it is much more effective to put out enough bullets to kill, but not much more.  Using controlled bursts will lessen the affects of recoil.

Watch for movement.
You should move slow and steady and watch for movement of others.  You cannot shoot when you are sprinting.  You are also much less likely to see movement when you are sprinting.  If you are going to sprint, use it just to get to cover.  If you see movement, you still need to obey the range.  If your weapon is not likely to hit the target at that range, get behind cover or go prone.  Fire from cover (or toss a grenade from behind cover) or from prone, or try to flank the enemy.

Aim.
Do not spray and pray.  You want your shots to count.  The more bullets that you put into your enemy, the faster they will die.  If you are just firing in their general direction and they notice the direction of the bullets, they will return fire.  If all of your bullets hit home, they will be dead.  Dead people cannot return fire.

Use either silenced weapons or weapons that kill fast.
If you can shoot at someone without them knowing, it is to your benefit, therefore silenced weapons are great.  If you can kill them faster than they can kill you, it is to your benefit, therefore weapons with high damage are great.  You can supplement either with helpful perks.  UAV Jammer with a silenced weapon or Stopping Power with a high powered weapon are very helpful.

Match your playstyle to your weapon.
If you are using a silenced SMG with UAV Jammer, then stick to buildings and the edges of the map and try to stay away from your teammates.  Do not travel high traffic areas.  If you are using a shotgun, get up close and personal.  If you are using a sniper, obviously, you do not want to be too close to the enemy, but you do want to be in a position where you can see high traffic areas.  If you are using an AR with stopping power, mid-range is great for you and you will likely be an enemy magnet, therefore, it may benefit you to stay relatively close to your teammates so that they may see an enemy that is coming after you.

Use your advantages.
If your weapon fires fast, make sure you shoot first.  If your weapon can get you a one hit kill, make sure that your shot is a good one.  If you see the enemy first, they should be dead first.  If you have bomb squad, avoid the claymores and c4 or take them out.  If you are going to avoid the claymores, at least let your teammates know that they are there.  Do not forget to use your grenades because they can give you an instant advantage.  If you have steady aim, shoot from the hip at close range.  By not pulling up your sights, you are saving valuable time, which can get you a kill before the enemy has an opportunity to return fire.  If you run into someone, use your knife.  If you have a choice between knife and gun for the kill because the enemy does not know you are there, line up that headshot and take it.

Don't be afraid to camp.
If you are getting killed alot, then camp.  You are not helping your team if you have a K/D ratio below 1.

Use your mic.
Talk to your teammates.  Let them know where enemies are.  If you know that there is a sniper out there, tell your teammates so they can avoid going out in plain sight in front of the sniper.

Don't waste a UAV.
If someone on your team just called in a UAV, do not use yours until the other one expires, unless the game is almost over, in which case, you want the points to count for your team.

Don't waste an airstrike.
If you earn an airstrike, but there is not an active UAV, ask your teammates if they have one.  If nobody does, consider hanging onto it for a little while.  If you have no choice but to use it, place it in an area that you know gets high traffic.  Make sure that you are not calling it on top of a closed roof.

Use sleight of hand with the shotgun and stay in your range. 20 feet is too far.

Stopping Power helps kill faster with the AK. It just take 3 shots to do it.

Could be just lag or getting unlucky. I've had rounds where I've shot the same guy with my shotgun up real close numerous times but he was always awarded the kill first when I didn't think he even had time to shoot me.
Unless you put RDS or Silencer and is across the entire map.

on hc try a different gun like an m4,g3,m21....it will give u the kills u need and try always to aim on d head
