Once again, its not luck, its not even skill, its dedication. Try enough it WILL happen.

For me, it was simply the time limit that was causing me to fail.

So in the end for completion I started dropping weapons and picking up enemies rather than reloading.

What I found for me was to simply flash and run through the first room, this saves you a lot of time and because it's at the very start you can keep trying. Due to the time saved you will have more time to be more cautious in the other areas. Problems really should only occur in the 4th room but if you simply make sure both weapons are fully loaded you can just flash and run then dispatch the enemies in the following rooms quickly with you're fully loaded weapons (I used a shotgun and mini uzi)

And I found that the key to surviving was to simply crouch behind the seats.

Hmm, that's an interesting idea. Someone should try that method if mine or other's aren't working.
